Yes, some European countries (not sure on all which do this) write it like that, also they use a comma where a decimal place would be in North America (so for example the price of something, would say like 4,50 instead of 4.50). A European person might be able to explain it better I guess.
All I know is it's done in Sweden and most likely the other countries in Scandinavia. Not in England however.
As far as I know it is done in most European countries, as Deco 20 said, besides England. But we all know they like to be different just for the sake of it
We use it the other way around. A half = 0,5 whereas you would say 0.5
