Why are there a sizable crowd at the Millerntor Stadion? I thought Germany banned fans in football stadiums currently?

The other Pokal game earlier in Cologne between Koln and HSV also had a small group of fans but no as many as this.

Especially since this quote is as old as 2013 from what I have seen, at a time when he was loosely linked to us, true or not. Makes no sense.
