Do ligue 1 have to repay?
My understanding they made a company that holds TV rights and CVC bought 13% of that company.
Essentially selling 13% forever. No payback, no nothing

Not sure but I'd like to think they will have to, since it was also with CVC and I can't imagine the terms to change that drastically in the clubs' favor. If so those Spanish clubs would all be up in arms.

La Liga also formed a company that holds the TV rights of those participating clubs and sold 9% or 10% of it to CVC, if I am not mistaken.

Edit: I see, I didn't know Ligue 1 sold their TV rights forever, as opposed to La Liga's 50-year term. So that probably explains the difference (no payback).
