It's about as effective as any other PK. I've seen it fail more than a few times, especially when the keeper sees it coming and stays on his feet -- then the PK taker looks very stupid. Kind of like the Panenka. Brilliant if it goes in, embarrassing if it doesn't

Well, i've seen panenkas fail, not the balo-types. You've any videos for the latter?

Spot-kicks are designed to favor the shooter to begin with. A 'paradinha' is allowed during run-up, but not before kicking the ball, as per FIFA laws. However both can throw-ff the GK's timing/anticipation, and thus putting him at a further disadvantage. Personally, any pause or irregularity during run-up/before kicking the ball should not be allowed. Thus rendering some balance in such plays.

Edit: Cristiano tried one against Neuer last season and failed if i'm not wrong. Still, i've rarely seen such approach go wrong.

you need excellent technique and composure to be confident in pulling it off, c.ronaldo himself has missed a few when attempting the balotelli pen, he missed a pen at the nou camp in 07/08 in CL semi in that fashion, also missed in the CL final that year doing the same thing, it is not easy to do, balotelli makes it look easy because he is so good at it...........

Balo started with such an approach, hence more accustomed to it. Unlike some others who 've more variations in their penalty taking, their success rate(at it) hence lesser in comparison. Its not that the messis and ronaldos lack the composure and technique to execute it. Its more about familiarisation and practise, than about any particular skill.

Dortmnd were amazing. It's a real shame that they're in such a tough group. It will be a crime if they don't get a chance to show what they can do in the knockout rounds.

Unless City improve 50% they got no chance. Better players than Dortmund but worse manager, tactics and ethic.

Never seen Balotelli miss a pen either, he's the true PK king

And when I said Dortmund are a better team than City people raised eyebrows.
Germans had 3 times more chances and dominated City at their home ground.
But that's football, after missing so many chances it came to bite them in the ass.

I will judge the true strength of Dortmund after they play us , taking in consideration our poor record against German teams is in their favor

Dortmund were strong and performed better overall but in that first half Dortmund's keeper was called to action as much if not more than Hart. (Zabaleta, Aguero x2, Silva jump kick). Where are you getting this 3x more chances from? From UEFA:

Attempts on target: City 10; Dortmund 12
Dangerous attacks: City 28; Dortmund 32
Good Chances: City 2; Dortmund 4
Corners: City 5; Dortmund 6

That doesn't spell domination but to be fair I did see more energy/intent from ze Germans.

Dortmund were terrific (fans/colors/atmosphere AWAY/etc) and I like their 'wave after wave' approach on attack and '4-5-1' on defense which suffocated Silva/Toure out the game at times, but had City finished their chances, they could have come away with 3 points just as well. Immense display from both keepers was the difference for me.

Deserved tie although maybe a little harsh on the handball. The ref had no choice but to call it.

Stats can be misleading as in Dortmund's chances/shots were more dangerous.
But tbh, I did miss the good chunk of the 1st half and I did hear City looked better then.

in the first half aguero had a couple of one on ones with the keeper and silva missed an easy chance so dortmund are also thankful to there keeper for some great saves, dortmund were by far the better team in the second half tho, i still cannot work out how lewandowski missed that chance, all he had to do was hit the target for 2-0..............
