It's the system they have. Buy many talented youngsters and then loan them out.
It works for them but also ruins many careers as those kids are too young to go anywhere. I remember they signed a 17 y.o. goalkeeper from Zagreb and he's now somewhere in Bosnia still on loan. What's he gonna learn there noone knows. He was in better league when he was still 17.

Matic was vastly over rated and Ivanovic has been found out a bit at RB, team know to put winger on him and attack on out side.
