Yeah for sure. He wants to keep on traveling in Europe and live in UK. I doubt he has any desire live all the time in Russia.

Fans who bought season tickets or individual match tickets before today can attend games.

Club can fulfil fixtures and pay wages of all employees, including players and coaching staff.

They can pay "reasonable" costs of travel to and from fixtures but not exceeding ?20,000 per game per team.

Pay "reasonable" costs towards hosting home fixtures, not exceeding ?500,000 per fixture per team.

Broadcasters can broadcast any fixture involving the club.

maybe i'm wrong but players could strike because they won't like the conditions and uncertainty. club could sell them but money would stay in the club accounts, away from abramovich's reach.

or maybe they'll reach a point where they can't pay the players and they sue the club.
