He is talking about post Fergie as he is trying to engineer way out and blame anything but himself for current situation.

Anything he saw as an issue he could have checked up on before he signed and more fool him if claims turned down City and their facilties to go there.

As I said in summer.. United wanted to get rid of him but no club he was willing to go to were in for him.

He's been hyperbolic on purpose without regard for position of the institution since 2013 and is flat out wrong to comment on lack of progress as there was progress even relative to 5 years ago.
At this point just being a petulant child whining things were not as they were when he left and is blaming people around the place instead of looking in the mirror
Has been his MO for ages too. Writing been on wall for years and years, from time of 'estoy triste' through refusing to come over to the Modric BDO gala (and each subsequent one) all the way to now where he's putting himself above all teammates by leaving the grounds before match is over + complaining how much a victim he is

Club are trying to move on in various ways, especially since they hired Murtough and Ten Hag, but SAF is abusing his privileges + club not helped by multiple people from SAF era constantly recalling it live to stir up public opinion

OGS made a mistake OK'ing his move last summer instead of championing the club to get in line for Haaland when was still available.
Those above OGS recognised the mistake and acted accordingly as should have

His words sound exactly like something his reactionary sister would say. But then again, it's probably been his own words masked behind his sister's name all along, up until now.
