There are no criteria. You're free to make that up yourself. It's about achievements but it doesn't say what sorts of achievements it's about.

In some cases it seems to be all individually, like in Messi's case and sometimes it's about a player that played a vital role in the most successful team. Like in Cannavaro's case.
