Yup, it's the reason that so many players haven't won it or players that deserved 2-3 won only 1. It's a crime that owen has a ballon and batistuta doesn't or that cristiano has 3 and ronaldo has 2.

At first FIFA award voting was for NT team coaches only IIRC .then they added captains to the equation
-France football Ballon d'or was for journalist from Europe only .the voting was for players in Europe only too
In 2007 it became international award .
In 2010 and for 1st time .the award became FIFA Ballon d'or .Basically it became journalists,coaches,captains from all over every country in fifa
So when you say Owen won Ballon d'or .he got the it by only winning something like 1/12 of the current FIFA votings set
Worth noting that IIRC the way of counting points for votings as changed few times .but I am not sure
So if you want to talk historically ,this award is totally different than Ballon d'or ever been b4 2010 .and even very different than FIFA award was in its early days .
Nevermind that the voters as persons _not just the occupation _changes a lot on annual basis .
from 2010 the award is more consistent and actually with more clear idea of favoring player performance over just team achievement ,no more the World Cup winner get it crap .
Obviously there will be always complains . Barca fans say it is a hype and how Cr7 didn't deserve it in last year .RM fans will say crap about how Messi didn't deserve it in 2012
.Ribery would say it is just an award for Messi & Cr7 and EPL fans will complain about how this award ignores their players etc
but that is normal . there is way variety of opinion in football to expect such award makes everyone feel it is good
Another thing ,Owen deserved the award in 2001 .he was amazing that year .Batistuta was gr8 player but he was never the best in the world in a calendar year.this isn't a lifetime achievement award
