That doesn't say that much. Donnarumma is 18 only on paper, physically he is around 5 years older.
He's already full grown, he won't improve physically as much as other 18 year olds anymore. That's why in 7 years some other 25 year old keeper who isn't fully grown yet might actually turn out better than him. It can also mean that Donnarumma regresses earlier than others.
