Apparently, his signing is part of 2024-2025 budget. 1.7M according to the athletic.

Ibrahim Diarra will not be able to wear the Barça shirt until next January, when the winter market opens and the Malian winger has already reached the age of majority. At Barça they do not want to waste time and have planned a 'roadmap' with a double objective: to streamline bureaucratic procedures, which are always cumbersome, and to promote the fastest possible integration into the team where they will start playing, Barça Atlètic.
With the visa in hand, Diarra will begin to exercise with Barça Atlètic to get to know his teammates, and above all, the playing methodology of all the Blaugrana club's training teams. In his favor he will have the help of the locker room and especially of other African players such as the Ghanaians David Oduro and Abdul Aziz, who just a couple of weeks ago were able to debut, and now with more experience, under Mamadou Mbacke. All of them had to go through the sometimes exasperating process of waiting for documentation to be able to play, and the club has also learned from these situations.
The idea is to expedite all the necessary preparations to request permits when the footballer turns 18 and that when they arrive, Diarra will already be well adapted to the team. The forward will celebrate his coming of age on December 12. There remains, therefore, a little less than a month.
Once the winter market opens on January 1, the goal is to register Diarra as soon as possible. Afterwards, it will be the coach's decision to make him debut when he sees him ready, and of course, the documentation requested from footballers within the Cotonou treaty has arrived. Barça already assumes that, as happened first with Mamadou Mbacke and Mika Faye, and recently with David Oduro and Abdul Aziz, it is likely that the footballer will have to return to his country at the most final moment of the process to return with the permit.
And they are also very aware that they will have to 'make room' for it with the release of a federation token, since right now, Barça Atlètic has all 25 licenses occupied. There will have to be some exit, at least one, as there may be more entries aside from that of Ibrahim Diarra.
