Apparently, his signing is part of 2024-2025 budget. 1.7M according to the athletic.

Ibrahim Diarra will not be able to wear the Barça shirt until next January, when the winter market opens and the Malian winger has already reached the age of majority. At Barça they do not want to waste time and have planned a 'roadmap' with a double objective: to streamline bureaucratic procedures, which are always cumbersome, and to promote the fastest possible integration into the team where they will start playing, Barça Atlètic.

Afterwards, it will be the coach's decision to make him debut when he sees him ready, and of course, the documentation requested from footballers within the Cotonou treaty has arrived.
