City have no reason to sell, and especially to an European rival. Bayern would have to pay 100mil+ to get him, which they will not offer.
Bayern do spend big when they need though. Spent 125 mil in one window on just Hernandez and Pavard. 68 mil on De ligt a couple years later.

If they go trophyless they will splash the cash. We really fucked up not getting him whilst he was at River Plate.

Because it's the easy way. He doesn't want to challenge himself by going to a weaker club where he would actually need to step up and lead the team to victories.
