You can tell just from the apology that he doesn't understand or believe that what he did is all that bad. He should have the cat taken off him and face legal consequences.

Cultures are different and tend to influence how people see things, some Chinese see dogs as domestic animals like cows or chicken to be reared and eaten (many people and even I don't agree, but they equate it to people rearing and killing cows and start asking if dogs are more special than cows or chicken).
