Can't find anything regarding this for Spain. IFAB prolonged the possibility of 5 subs until the end of 2022. It's up to each federation to choose if they want 3 or 5.
Premier League had 3 subs last season so can't see them opting for 5. Bundesliga I read would go for 5 again.

I think it'll be 5 for Spain this season as well. No real reason to revert it really.

Phasing Messi out would have been the ideal approach for two reasons:

1- will give us enough time to breathe instead of letting us suddenly address our issues on and off the pitch.
2- his gradual decline was going to help us adjust to his departure properly
