He can only play in the remaining 14 league games (this season) and is bought as a temporary 'quickfix' for a sinking ship; when at sea, you cannot repair a carsized hole by welding and fortifying, you need a quick solution that might or might not work, but you have to compare the outcome of this transfer based on its extremely limited conditions.
