We made an official offer for 30M to get him last day in the transfer window and they rejected it
Why after proving himself more they will accept smaller offer like 25M? Highly doubt he will go for anything less than 40M

Legally yes ,but most clubs meet agents first .the clubs wants to know what will be the player demands b4 entering a long negotiations with clubs and usually throw that rule away.
