He only started one match and was very poor in it.

He played 3 matches on a world cup.
He wasn't awesome.
But again, Modric was horrible, Rakitic was average.
Modric was a CL winner one Month before the world cup.
Also, Croatian NT team managed to proceed to knockout stages on Euros or World cups only 1 since 1998.
So, Croatian team doesn't play too well lately on big tournaments.

If you want to say with this reply that Kovavic is inconsistent, then ok.
If you want to say that he is not better than Halilovic, well Halilovic is nowhere near the NT team yet, and neither he is close to a 1st team of some stronger European team, and he is not THAT much younger than Kovacic (in his age, Kovacic started to be the leader of Inter)

Btw, Croatia played 0:0 against Iceland in the first knockout match for World cup 2014 in away match.
In the 2nd, decisive match, Kovacic was the best player in 2:0 win 10 men, when Mandzukic was sent off after 30 minutes.

On a world cup, considering how poorly Croatia played, and that he was 20 years old, he wasn't THAT bad:

Kovacic is already a started for croatia i think. He was a starter for inter too but after mancini came he decided not make him a permanent starter, he wants to slowly integrate kovacic into the team such that he will have some defined role or maybe some other similar reason. You are right, that's what Mancini is doing. Also, when he plays a lot he ends up being inconsistent. Perhaps things would change if he was surrounded by better players. I hope though he stays at Inter one more year to see if Thohir actually invests like he says he will and to give Mancini a full season, but if there is still no change then unfortunately he should probably move so his career doesn't stall.

Kovačić isn't starter for Croatia. At least not until now, we'll see in June when Euro qualifications return.
Badelj from Fiorentina started alongside Modrić and Rakitic.

His dribble style is similar to Iniesta's, he has good passing skills, descent defensively and just 21yo.
Some here say that he is inconsistent, i think this is normal for his age and with Iniesta still here this won't be a problem.
Kovacic+Rafinha could be a lethal duo in the future for the AM position.

I like Rafinha but he is left footed and that is why Lucho usually always played him as RM. For that reason alone I don't see him as replacing Iniesta ever as LM, while I see Kovacic as a perfect replacement.

If we bring in Gundogan, both he and Rakitic will keep Rafinha benched more than a Kovacic transfer would. If we sign both Rafinha will never get minutes.

That's all very true, we can get him for a bargain price of 25-30mil easily.

Spend another 20-30mil on a RB. Keep Alves and Pedro. We are all set.

At that point, you either bring in Gundogan to compete with Rakitic or put faith in Rafinha. Worst case scenario our team is stronger than ever and we would have spent 90mil or less.

I do rate Pogba, but 90-100mil for him vs my previous post... you can take that 100mil and 12mil a year salary and shove it.

Liverpool were happy to pay £25 million for a Championship fodder in Lallana when they had Champions League football to offer and yet only bid 10 million for Kova. No wonder they pulled out of a deal for Griezmann for £20 mil to sign Lallana last summer. Rodgers is a complete and utter disaster when he gets his way in the market. He's lucky the transfer committee got him Coutinho, or else Liverpool'd have finished 15th where Rodgers and his scouting "nous" truly belong. Battling to stay up.

That's because he didn't went to Inter, but FC Barcelona Globetrotters. No young player is close to the 1st team here. Not since quite a long time, anyway.
He would get just as much game time as Kovacic at Inter. Also, he IS near NT team, just has mostly played in unimportant matches, which is understandable given his less experience at top level football, reason of which i gave above.
Also weak physique. Some boy mature physically faster than others. I think that is quite important to note.
