Saying 'free to discuss' is basically telling that the club don't see a place for him in the team. They might be not relying on him but making this statement is just making it obvious. And for the second sentence not always true, Perez told in press conference that they won't sell James or Morata and that they are part of the team. Which they agent will know in all these types of cases and trying to broker deals with clubs and making them aware.

Makes no real difference if go public with it other than agent trying to drum up publicity or club keeping folk informed through the press.

We were able to get money from Tello and we don't need him. Free to negotiate doesn't mean anything.
