It is about how UEFA sees it. He will be playing for a PSG, they will eventually pay for his service. I highly doubt UEFA will give its ok on that. Again PSG will be taking a huge risk. If they did it and UEFA didn't buy what their lawyers said they will be fucked badly.

Never mind they were already warned by UEFA, Milan could slightly break the rule and get away with minor sanction, but if PSG break the rule thinking that they have escaped it with 3rd party paying for it while UEFA doesn't agree, that it totally different matter.
