Alright, here are their own sources confirming that Neymar is going to travel to Qatar and meet with the Emir/Price/whatever they have over there. If he wasn't going there to sign a sponsorship deal to be the ambassador there is no reason at all for him to travel to Doha, he could just sign the contract in Paris. This seems like confirmation to me.

Not only does this violate FFP, but more importantly it is constructively third-party ownership. You could say that WC2022 entity essentially holds Neymar's contract as a shell company by buying him out and paying additional money. If Neymar wants to leave, he should find a bank and get a loan to release himself, like the rules say. Any bank would give it to him for a fee.
