1. Don't see how La Liga can do an "FFP investigation" on PSG given they're not part of La Liga.
2. UEFA's CFCB monitor every club continuously. It's not as if you "report" someone to them, then they look into it.
3. FFP works on rolling 3-year periods. IF Neymar moves he will hit PSG accounts for 2017-18. And PSG will be assessed in 2018-19 for it
4. And that assessment in 2018-19, will include 2017-18, 2016-17 and 2015-16. So there's nothing UEFA (or Tebas) can do now.
5. If there is an inflated sponsorship from parties related to PSG (and, let's face it, there is, then UEFA will assess it like they did last time (and like they do with every related-party transaction). They won't look at the total number but give it a value based on benchmarks. That's what they did with City and what they did with PSG last time.
6. If PSG is in breach, UEFA will likely offer a settlement agreement that will include sanctions. If other clubs think the sanctions are too soft, they can appeal and take it the CFCB Adjudicatory branch. Their word is final. (Except for CAS appeal).
7. So if Barça are going to complain/report officially, that's when they can do it. In the spring of 2019.
8. Neymar isn't going to be the only expense/revenue on PSG's books in 2017-18. And 2017-18 has just started. So it's impossible to say that they will definitely breach FFP (even discounting inflated sponsorships), though obviously it's possible."
