If I had to guess with this whole deal.
-He was requested by Neymar and the Sporting department seemed to like him as well. We went through a decent effort in trying to lower the price but Guangzhou told us 40 million or GTFO and even threatened to report us.
-Priority took a back seat for a little bit due to that, but low and behold the Neymar saga comes out of nowhere and the Paulinho rumors are back in full force. rumors from rac1/Gerard Romero/Sport etc that were thinking of paying the 40 million buyout clause.
-Neymar finally says Adios! and Cat radio reports he's no longer a priority.
A lot of it comes back to that Globo article for me, it talks about how Neymar sr and jr weren't happy that we didn't sign Lucas Lima, Coutinho and Paulinho etc. I'm not even sure Valverde was fully on board with the idea of getting Paulinho.
We need to sign a Midfielder and sell some deadwood like Arda, but It wouldn't come to a surprise if Samper and Alena convinced Valverde during the preseason, especially in Alena's case.

It was painfully obvious to everyone but jamdav apparently that Neymar was the sole reason we were going after guys like Lima and Paulinho. I think we got the best deal out of this whole Neysaga. 220m in the vault, a cancer removed from the team, and no more being linked to everybody who plays for the Brazil NT.
