As good as he is, Muller is definitely not as versatile as Pedro; His ideal position is behind the strikes... and when played in wings he can easily be marked out of game(as was proved in two occasions in the WC). But his talent lies in finding himself in goal scoring positions often... Like Pedro did last season. And in terms of what they offer into the game, be it with their versatility or buildup I'd take Pedro all days, every week
