I have wrote about it a lot of times.

It goes in cycles. FIFA/UEFA/English FA are calculating what is the best case scenario for them in each season.
Which club's win would the best financial/sponsors/fans gain, which players would be the biggest story in a certain moment, which clubs need "a helping hand" etc.
And it is not set in stone. Teams who are pushed in one season, don't need to be pushed in 3-4 years.
It is based on ever-changing circumstances.

Since the last 3-4 years, in Italy it was obvious that their FA got bored of Juventus winning like 10 titles in a row, the league was dying, international fans didn't watch Seria A and they needed to revive some other big teams and to bring back the buzz and fans.
So they started to help to AC Milan, Italy's 2nd biggest club of all time (besides Juve).
Milan is now back on it's feet. They won a title and in those two seasons iirc, they were awarded the record breaking amount of pens ever.
Every match, every touch was a pen for Ac Milan.
And now when Milan is back, Napoli also got wings, Inter is fun, Mou's Roma is fun.
And suddenly Seria A is fun to domestic fans, but also, as you can see here, we are starting to watch more matches also.
In Europe, they have a few teams in semis.
So, "a project AC Milan" helped to Milan, Seria A and brought back fans, sponsors, quality and international buzz.

In EPL, everyone (except Pep's and City's fans) are tired of Man City.
On top of that, people are starting to hate oil money, City, Psg, Qataris.
Also, in UK, the anti-eastern agenda is quite strong since the Russian "special operation".
All in all, City is somewhat a negative team currently and for their FA and neutral fans, the best option is to return to roots, to classic, legendary (non-oil) teams like Man Utd, Arsenal and Liverpool, especially Man Utd and Arsenal since they are "more dead" than Liverpool who won a CL and EPL recently.

So, in the next season, be prepared for an insane ref's and FA's push for Man Utd, Arsenal and maybe Liverpool.
** I remember reading a few weeks ago that in all domestic cup competitions, Man Utd was drawn at home in the last, like 20 matches in a row, lol.

There is no doubt that big clubs often receive favourable calls. But if there was a deliberate and estimated plan to help specific clubs to get back on their feet and win titles, then why leave these clubs rot for years and years in the first place?

Man Utd has been shite for a decade at this point. They've never come close to actually compete for the PL and in the CL the best they've managed is to be easily knocked out in the quarters.

Liverpool was roting for decades and decades, they had not won a PL in god knows how many years. And we are talking about probably the most important PL club of the 20th century.

Likewise, Arsenal were great in the 90s and until the late 2000s and since then they've been shite. The last decade, they've competed once or twice for the PL and they have not even reached a CL semi in almost 20 years.

In Italy, AC Milan was the best club in Europe for 15-20 years, they won their last Scudetto in 2011 and then were as mediocre as it can get for a decade. This is the first time they've reached the CL semis in 15 years. The same holds for Inter Milan.

In Germany, Bayern has won like 15 of the last 20 or something, maybe more. The whole league is their academy. Why not help other clubs share the glory?

The whole point is, if there was an attempt to help the big clubs, why let these clubs rot for a decade or more? Because they did not just become a little worse, they were actually fighting to even qualify for the CL or even the EL.

When you look at other teams we are pretty spoilt. Even Bayern has a pretty shit season ;D Arsenal close to blowing the League... Real losing to us xD

This is just what happens this stage of the season with a small squad. City on the other hand can leave 300m on the bench and still have the best xi in the league. This season for Arsenal was all about top 4 so they could be in a position to attract the last 2-3 players needed to genuinely challenge. So in that regard they're ahead of where they need to be. Think they also have the 2nd youngest squad in the league. All whilst playing good attacking football but being flexible enough to sit deep and dig out a result when needed.

Is true they shouldn't be dropping points to Southampton and West Ham though, but unlike La Liga where the bottom teams need to sell every asset to break even, West Ham spent 150m this summer.

Christ, spurs are shite aren't they. Looking at their squad and there's probably 3 champions league level players there
