Nah he isnt.

Emery had two summers and spent on average 120m each summer. Arteta spent around 150m a season in a time other teams spending a lot more money.

Emery failed at Arsenal and rich to make out the FA cup winning team was his... when got scudded out FA cup 3-1 at home under Emery the season previously and infact team contained more Wenger players than Emerys.
