They are about the same to me. Setien had slightly better tactical knowledge, but ultimately cowered to amigos even more than RK. got absolutely diked around by Pique and Suarez and went into the Bayern match with horrible formation and personnel given the opponent

Koeman has one tittle which is enough to put him above Setien.
Crazy to think Setien still did better in Liga. Last season Barca ended up 82 points but now max will be 79.
