They should have made the rules much simpler. For example, only teams who had a shirt sponsor an Arabian company in the last 10 years will play it. So Barca with Qatar Airways and Madrid with Fly Emirates make it every year.

They didn't change anything. Madrid played last year only because we won La Liga 2018-19 and were in the Copa final against Valencia.

But the plan was always for both Copa finalists and the remaining highest ranked teams from La Liga season who had not already qualified through the cup final to feature in the Supercopa. Like it happened this year.

Hypotethically if both Copa finalists would also be 1st and 2nd in the league then teams who would finished 3rd and 4th would qualify.
