I see him in the Top 3 as well, maybe even as the best, though that is nothing easily to determine for sure.
Fact is, he is the fastest elite CB atm, he stepped up big in big matches over the past two years, with the WC final being the highlight. Many named him Germany's best player in the final, and rightly so. He also plays in arguably the highest defensive line of all elite teams and is essentially its focal point. And we all know, playing in high lines is where defenders really get their metal tested.
I always used to ridicule Boateng as Blunderteng, but there is a reason I stopped doing so a while ago. Atm he is far from being error prone at all, while even raising his goal thread (which is still not great, but at least it can be considered "okay" now).
Also, his ball distribution and vision is second to none (okay, maybe second to an in-form Badstuber).
I admit, I don't see TS that often, but continuisly calling him the greatest CB of all time while ridiculing the idea of Boateng being among the very best today, is insane.
To be honest, I don't believe there's much separating Boating from Luiz. The formers pace is inferior to Nkoulou, Silva, Marquinhos, and Varane off the top of my head. Don't believe he's as good a passer as Luiz nor Silva, and there's obviously Badstuber as you mentioned.
For me, when in form, Silva is peerless:

From what I can tell since I watched them (psg and bayern):Boateng has been a monster this season. I have no idea how you get the idea Boateng is not fast. Frankly, I don't know a single elite CB who is as fast atm. Not sure if you watch Bayern regularly. Also, putting Hummels at 2 really doesn't help your cause as that actually shows rather poor judgement.

PSG has 3 very fast CBs.Thiago Silva is seriously good, but I still can't get the fact that he's not faced much quality opposition out of my head, but then again he has usually always done well whenever he has faced tough competition.

It's a shame not many people watch the Ligue 1 (but it's understandable).
Those 3 CBs are fast, either when they rush to participate to the attack, or in defense. Their reaction time is also high. Very high in marquinhos and TS cases.
Even if we belittle the Ligue 1, I think those 3 always got it right in UCL.I can't say I know much about Ligue 1 and maybe I'm wrong in judging the quality of the league when I don't follow it much at all, but I've heard it's largely a defensive one?
There are always some great attacking prospects there though, like Lacazette for example.
