Chrome.

There's no need to use webstagram.

And you don't need to host the pic anywhere, either.
I use firefox, right-click the pic there, choose to show the background pic, then just copy the pic and post here directly.
Chrome must have a similar feat, try right clicking the pic to see the options.

You could just right click on the picture and use the "inspect element" feature of Chrome and then just copy the image path form the html
