Normal legal procedure. That is to determine whether the tax issues even existed (in dubio pro reo) and, if yes, whether or not it was tax negligence, tax fraud or tax evasion (the last two would lead to a trial). So the hearing HAD to happen, no matter if he payed 5m or not.
