Not true at all, in my opinion. It's more likely their touch will still be good when tired, because they have more technique in general, but even Messi can make more mistakes if he hasn't slept for a while or if he is tired during a game. We don't see it often because of his natural talent, but it can happen.Messi or Lamine or tons of other footballers will never make a bad touch with the ball no matter how tired they are...

When you are tired either through being exhausted through playing or not sleeping it affects everything - reaction time, touch. It affects your alertness.
Obviously a much lower level, but when I play I notice my touch can be slightly off (and my reaction time) if I haven't had much sleep the night before. If I have slept I do well.
Obviously players are sleeping well generally, but if it gets to the 80th minute you are more likely to struggle with fatigue and reaction time than if it is early in the game and you are fresher. Subs aren't just made for physical tiredness, but mental tiredness too.

You will never see Messi, Lamine, Neymar, Ronaldinho earlier, etc. to make a bad touch with the ball no matter how many hours they have slept. That's ingrained since very early.
