I actually asked this question when we signed him and people were saying excuses like medicals were meant to evaluate long term injuries, not minor injuries... So it turns out they were wrong on both accounts, because his injury seems to be long term, and you just simply don't sign an injured player, it's common sense...
Nop. Some BF posters very much welcomed the signing, and were planning tactics by putting him in their starting XI.

The surgery rumor has no trustworthy source, no one froam RAC1 reported it. It looks like just a rumor.

The team needs cb's for years, he gets a broken one. There are several cheaper cbs out there, who are not damaged like vermaelen. Even if vermaelen get fits for a game, he'll probably get reinjured before that same games ends.
If not for his whole failure as a sports director so far, Zubizarreta should be fired just for signing vermaelen. Absurd people are not asking for his head during the games. "Imediate impact"... clown.
