Adra was never a good fit, everyone could see that, he said he didn't want to stay a atletico because they ran too much, yet he wants to play in A Barca midfield.
Paco & Gomes was not, is not and will never be good enough, to make a constant difference for Barcelona, a few nice games here & there but that's it.
You see, you are now talking about individuals rather than stereotyping Liga players, Arda was a bad fit but he was accomplished player and IIRC his words was taken out of conext, Gomes was/is chased by many of the top clubs, I respect your opinion that he wasn't good enough but that is a matter of perspective; I was against signing both because I thought while both are good player they were terrible fit.
Paco was good, was considered Spain best striker at one point and honestly I am really happy with what he shown in 2nd half of last season, if he keep that level and build on it I think he is a good deal. But then again it is a matter of perspective and opinion.
I'm not saying we should never sign players from la liga, but we shouldn't be signing a player for 32m because the coach who due to his job, only ever really as time to see players in la liga wants to sign 1. Much better players that inigo are out there for the same money or less
I think there is more in this deal -if true- than Valverde being a fan. At this point if we are going to spend such money I think there is a lack of faith in both Mascherano and Marlon, in addition we already have many good young CB so youth isn't what we are looking for the position since Umtiti/Mina/Marlon are young and still inexperienced and we have few highly rated CB in B team with Bueno/Cuenca/Tarin. (PS: I know you didn't mention his age)
But at the end it is a question whether Martinez is the right guy or there are other better/cheaper alternatives. And again from what I've seen I share your opinion that I am not a fan of him.
