Debatable.The only reason why someone could rate him over Messi is his big amount of crucial goals in important matches.Other than that,even in this not-GOAT season,Messi was more important for the team.
The thing is that many people give too much credit to the big amount of goals he scored this season.Don't get me wrong,this is a huge achievement,but:
1)Messi lost 2 months due to injury,while Suarez played almost every match
2)It is plain to everyone that Messi doesn't give a damn about goals anymore.Just give all the penalties Suarez scored this year to Leo,and then their goal difference would be much smaller.
3)I may get much hate for saying this,but Suarez had many Cristiano like performances this season.In other words,in some games he was shit,but scored 1-2 goals.In fact,there's nothing wrong in that.That's his job,to score goals.But it is hypocritical to bash Ronaldo when he does it,but praise Luisito in the same situation.
4)Final and most important point.In most games,Messi does almost all the creating.Just look at their average positions on the pitch.Messi drops so deep,that he works like Xavi these days.Most of the goals either get assisted by him,or he gives the crucial pre-assist that penetrates the defence.
On the other hand,Messi has none to give him a killer through pass.Tell me when it was the last time that Leo received a pass that got him with plenty of space in front of the goal.Messi doesn't even score the famous chip-goals of his anymore,because he rarely gets this type of chances(He used to score 3-4 per season.Now he has scored like 1-2 in the last 3 years).Sure,he doesn't do much off-ball movement,but the bitter truth is that,even if he did,none would be able to give him the pass as himself or Xavi or prime Iniesta could.
In conclusion,i mean no disrespect for Suarez(i think that he is by far the best striker in the world),but even in this season,Messi was just better IMHO.As for the Ballon D'Or,i think it is too early to tell.Both Leo and Suarez will easily get to the podium if we win the double.I think that the Champions League,the Euro and Copa America will determine the winner
I)If Cristina gets the Euro(lol no chance imo) or the CL,he will be the favorite
II)If he fails and either Messi or Suarez wins the Copa America,then they will probably win
III)If both (I) and (II) happen or fail at the same time,the race will be really open and the result may be determined by the performances during the next season.
