Respectfully disagree. Call it self victimization but if Germany doesn't win a WC or if Bayern doesn't win a CL, then the public will find a reason to somehow undersell them and not pick some obvious choices.

Mueller beat a European assist record, no top 30 noimination. Kimmich is arguably the best and most consistent mid in the world with De Bruyne, no top 30 nomination.
Guys like Dani Alves or Suarez won auto-nominations even in years where they could've spend out an entire season out injured. They just lived off by brand, noone in German football has this kind of status. The closest to it would be Kroos. And that's just because he plays for Real Madrid, so he'll get reelected to these TOTYs even in years where others are better. I am sure though if he'd still play for Bayern, he'd only get nominations in years where he won international trophies.

Well, it is a complicated issue that is beyond my ability to dissect, I think. Perhaps German/Bundesliga players do have a bit less visibility compared to players in La Liga and the EPL etc. around the world (not the case in Europe, I'd think), which might be due to the fact that Bundesliga has less appeal and is overall less popular compared to the other big leagues, which has its own innate reasons (the less commercial and more fan-based football culture in Germany, the barrier of the German language outside a few countries in Europe, the lack of competition and suspense in Bundesliga in recent years and increasingly so etc.).

I don't think these things can change overnight. Even with Bayern consistently winning several CLs it might not change the perception soon. As long as German fans continue to want to keep the games the way they are (kudos to them), I think Bundesliga will remain the way it is, with top German and foreign players coming to join Bayern (if they can pay top wages, as increasingly even Bayern has to offer competitive wages to tie down players) and Dortmund and using it as a spring board.
