They're trying to get a good fee and not a lowball offer I think. They want something around 40m. Negotiation tactics.
Bayern will let Lewandowski go but for a fee of 50 millions upfront in 1 installment.

Bayern are getting Mane so they have nothing to sweat letting him go.
Mane isn't the guy you want as your main goalscorer at all. Mane is a very different kind of player(freaking awesome player). He's not a main-man type at all.
Bayern's 2 main goalscorers would be Mane and Gnabry who are both inconsistent af at scoring. And BTW, Gnabry on his day is a better finisher with both feet than Mane is.
This is coming from a big Mane fan.

tbf Bayern has always played the " You owe me one" game, and that is why they are stingy on Mane.
They give RM Kroos on bargain deal and don't drag things, next year they get Alonso smoothly, they give us Vidal in a smooth and relatively team friendly deal, and ask for Coutinho on loan the next one. They have said before they make clubs aware they are expecting return of favor when needed.
They gave Liverpool Thiago for bargain, when he was 29 and having his best year, and they are asking to get Mane for same price, as return of favor.
Might sound silly, but it has worked for them before. Liverpool likely will play the hardball this time hoping another club will come in and offer more money, and probably close the door in potential deal between both clubs. If not, they will probably budge, he has one year remaining and they have already prepared for life without him. No need to piss another agent over 1 year left in contract.
As for Lewandowski, Bayern is mad at Zhavi and his antics, the man is one of the most annoying agent, even more than Raiola was, and he already pissed them on Alaba so they are like we don't give a fuck.
