Turkish version of CNN says so. I want to see this to believe it. The reported 25M € would be a sweet revenge for Vermaelen.
But Arsenal aren't sure if Wenger will stay, so it is pretty unlikely that they are sealing a deal right now (especially since Arda is not a no-brainer-transfer)

I only see two options for 25 million:
1) China
2) Arsenal know both Alexis and Ozil will leave and they are desperate to sign some experienced/established names to calm down the fan backlash that will result because of it. Since Arda is 'marketed' as player who can play both mid and on the wing there would be appeal to Arsenal.
