It's a clear penalty as Marquez's challenge came across BOTH of Robben's legs. What gives the impression that it was a dive is Robben's exaggerated flop to the ground but he was tripped and tried to avoid falling.

Actually, maybe it would have been better for Mexico if the one during the first half was called, because mexico wouldn't have played the defense like that. It would not have been the same second half.

Interesting in slow motion. It looks like Marquez barely touches his toe, but if you watch Robben's head *before* he starts exaggerating, you can see a momentum change from the rest of his body (slight jerk, a slight whiplash). It does appear Marquez pinned his foot, if briefly.

Of course, Robben was baiting for contact, and Marquez obliged.

EDIT: looking again, it looks like it's Robben's trailing right foot that makes contact, causing the momentum shift.
