It's not only down to Arsenal breaking the bank for an expensive player for once. It's the fact that even if they did, Higuain probably wouldn't want to come. Arsenal simply do not have the look of an ambitious club and they are not a glorious destination for players to go to. Arsenal being willing to pay for Higuain makes it seem like it's their choice, when in fact the player normally wouldn't be very thrilled to play for them.
Success in football is very cyclical. We had our time in the sun, and had to suffer for 10 years to build a stadium worthy of an elite club. Now that most of the debt is paid off, 200k per week is removed from the wage bill, and massive sponsorship deals (100mil+) are on their way, we'll be thereabouts once again. Our defense is solid now with Kosc and Mert, we've got Jack Wilshere and Santi Cazorla running the midfield, and great professionals like Podolski, Rosicky, Sagna, etc. The missing piece of the puzzle is a world class striker.
Higuain knows this, and has said that he wants to go to a club where he will play constantly and be loved by the fans. He'll get that at Arsenal, and he strikes me as the sort of player that is burning to prove himself. A world class striker in that mindset is just what we need to win a trophy.
