They might be tempted, but they need Reus (their MVP) more than they need the money. They have Immobile, Ramos, Ji Dong-Won and Ginter coming in, renewed Gündogan and have Jojic, so they've already solves the Lewandowski problem and boosted their squad depth in the needed areas. They're pretty much settled for next season and don't need to invest more.

In germany most transfers are already done and dusted. Only Bayern hasn't been very active yet aside from Rode and Lewa.
How come in other leagues aside from germany take more time for their transfer window and even wait till the last day ?

Maybe because in other leagues clubs are very greedy and don't lower their asking prices.

It could be logical explanation, they just don't want to let players go until the price is right and buying clubs are waiting that price would be lowered, but it doesn't happen, that happened for example with Bale, Fellaini, Mata.
