The only time the club said that was Laporta (and his henchman Enric Masip) but that was a while ago, even then they didn't explicitly say anything about Haaland wanting to sign etc. Since then the club had said pretty much nothing before today, when Xavi said again the economic conditions of the club doesn't permit this from happening. Of course nobody would say, no, Haaland is not coming because he doesn't want to come here. Not Barca, not Madrid, not any club.
They didn't manipulate the fans, if they did, they wouldn't have come out so early (several months ago) saying that we wouldn't be able to sign him. Manipulating fans would be creating and keeping feeding the false hope that we can sign him but in the end, it doesn't happen and then blame it on something else outside of their control.
