I have seen this situation many many times and almost all ref never give it (when a foul is made after a shot ). It's one of those situations where inconsistency prevails in the rule application.

In 9 out of 10 cases, these inconsistent pens are awarded for tier 1 teams.

England, France, Germany.

Then Spain, Italy etc.

Netherlands is tier 3 of importance, like Belgium and Portugal.
