yes, Blanc plans on using him as an impact substitute during the tournament I think.
He values Malouda's experience as there is not much of it in this French squad.
Personally I believe Hatem should be starting, perhaps Blanc will come to that realization later in the tournament.
At least there is a Newcastle player in the starting lineup though. Cabaye
