I would not say that is the case, we will not be splashing the cash on Bellerin unless we sell Arda to Arsenal as the rumors suggest, Robert did say he does not like to spend big bucks on returning La Masia players. Semedo might still be our priority, but he will cost 50M same as Bellerin. Board trying to see if they leverage Arda in the deal and get Bellerin for cheap. That is what the rumors suggest at least. Real will be spending 130M on Mbappe, he is good but he will not improve real by that much. Barca still has suarez and will be in market for another striker in couple of seasons.

That is why i don't think Bellerin will come to Barca, with Arsene renewing i doubt he will move now. If he develops more barca might eventually go for him but i don't think we will sign him now. Mbappe won't improve real immediately, he would definitely be a huge talent but they are willing spend 130M for him. That is huge pile of cash.

Wenger could be the main reason Bellerin is leaving this summer.Arsenal have won almost all their last remaining epl games including fa cup playing 3 at the back.A formation that pushed Bellerin to compete for a RW spot vs Chamberlin who benched him on every game when available.
So we are paying 50m for a no established risky RB.

Fast forward 2 weeks from now:
1. Arda is not going to Arsenal, especially not for 26M
2. Bellerin coming to Barca for 48M
3. Barca selling Arda to some random club for 7-8M

Classic Barca.
