Why are you putting them in the same bracket?
Umtiti played 1300 minutes this season and will be a 4th pick for two CB positions if we sign De Ligt.
Rakitic played 4300 minutes (54 matches) for Barca this season and will be our 3rd pick in midfield behind Busi and Frenkie.
It is not as if Rakitic will be our 8th midfield pick this season and getting 10m for nothing.

Rakitic is a useful squad player but he is not starter material anymore both him and Busquets move like their running through treacle and should have their roles reduced.
He wouldn't start for Man City, Liverpool (yes even above Henderson), Real, Atletico, Juventus or Chelsea.
