This is slowly leading to the league being looked at less favourably than Serie A which is the original melting pot for racism, corruption and disorganisation

Most clubs favour him though. Last time (pretty recently IIRC) he ran unopposed so no hope of change anytime soon.

He said he will run for one last term, though.

Liga clubs love him for whatever reason , and will vote for him.
So expect 4.5 years for him destroying the league.

3. We have reported nine instances of racist insults this season (eight have been against @vinijr). We always identify the thugs responsible and take the complaints all the way to the relevant bodies who have power to punish them. No matter how few they are, our efforts are relentless.

We cannot allow the reputation of a competition which is above all a symbol of unity between communities, where over 200 black players from 42 clubs are welcomed with respect and love from fans every week, to be tarnished. Cases of racism are an extremely rare occurrence (nine reports) which we are committed to eliminating altogether.

And who is that, and what did they do? And why it isn't public knowledge?
And why Liga itself doesn't have that power?

Because clubs are in charge of stadium bans

It's like that in England and every other country too.

No, it isn't just in hands of club everywhere.
La Liga is a union of 42 clubs, if a club decides to not act rightfully, it means it hurts the brand and the other 41 clubs.
If Valencia says they don't ban the fans, it hurts other clubs. It can push sponsors and fans away, make financial loss to everyone.
Every league has disciplinary power over their clubs, which was agreed by them in advance anyway, so La Liga didn't act. They just said empty words.
What happened to those 8 "thugs" football wise? is it a public knowledge? Has any of clubs who chanted racist stuff get punished by Liga? doesn't seem so and he doesn't address it.
He is just acting like it is something that should be dealt internally, when it shouldn't be. Vini has every right to reject those silly meetings Tebas is inviting him for
