The clause exists, it wouldn't be given the big exposure otherwise. There was a "federation contract" with Olmo and Pau until Dec 31, 2024 due to Christensen injury, approved by La Liga. It's independent to the contracts signed between Barca and the two players.
To bring clarity - Dani Olmo and Pau Victor are not free agents. Olmo has the option to trigger termination of contract with full compensation until 2030. Pau Victor doesn't have such a clause and he remains at the club unregistered.
Due to the "federation contract" a de-registered player cannot be included again in the same squad. Both players can't be registered by La Liga until June 30 and they can't play competitive football (CL, Copa, nor Spain NT, only friendlies) or be loaned out until the next season.
