Of course he is... rfef didn't deliver this game, after all. Probably so it won't be so obvious when the league ends. But he's complaining just to make sure they deliver next time.

There were 2 clear penalties in the Betis and Valencia games. There was also a clear Mallorca goal.

But Mourinho must have missed those.
