You'd think so hearing people talk on all the forums, but from what I can tell it's officially only as far as Chelsea accepting an offer of around £38 million for him. Nothing on if he actually wants to come yet I don't think.

The thing that came closest to being "official" was BBCSports reporting that Chelsea accepted the bid (although they also write that Chelsea and Moyes deny it, bit strange). Nothing confirmed yet.

Where did you hear that? everyone is suggesting it is a done deal and he's already agreed 4 year contract....Still lack of official acknowledgement from either side makes this story fishy......

Mail and Telegraph reporting Mata already arrived in Manchester and will have his medical any time now.

Based on yesterday's game I don't think mata will make that much difference to us....He'll basically play in the position Kagawa played yesterday and I don't see how Mata makes a difference for us playing there................I'd rather see him on the left with kagawa in the centre and valencia on the right...............Janujaz needs some time on the bench...He's acting like Ronaldo shooting every time he gets the ball.................

I agree. United's top 4 credentials will rely more on Rooney, RVP and Liverpool/Spurs crumbling. This position is not where United's problems stem from and not a position they need further strengthening in. Of course Mata would improve any team he joins, as he will United, but I doubt this will suddenly save the season and automaticall propel them to a top 4 finish. He might have the "Özil effect", which would be a massive bonus, but that alone doesn't guarantee much - after all, Arsenal had already been in good form the whole year before Özil joined, the deal just further lifted the spirits.
Where he would play is still a question too, I think he's wasted on the wing. If Rooney leaves, Mata would be the ideal man to take over his spot, but until then Moyes will need to find a system to play them all effectively, which might require some time. Anything is possible, though.

I actually think you are getting a lot for him. He is a fantastic player no doubt, but the price is about right I reckon.
